This is one of their weakest Novembers, especially when compared to their fantastic October slate. Malcolm X is a nice surprise, but disappointed in The Infernal Affairs Trilogy not getting a UHD release.

I'm wondering if they decided the master wasn't good enough for a UHD. I know these are not 100% representative of the masters, but he caps on Criterion's site look kinda waxy/degrained

It is likely the same 4K master, but a 4K master not really being good enough for a UHD hasn't stopped some labels. (I'm thinking of the Bruce Lee movies, released on UHD in France and Japan, that offered no real improvement over the Blu-rays.)
