Hopefully it is region-free! I missed out on the North American and Japanese releases, and they both go for WAY too much now. Been wanting to upgrade from a bootleg DVD with a logo bug in the corner for 19 years now!

Good news: Memories is in-print in the US as a top-notch Blu-ray release from the fine folks at Discotek Media; you can buy it from either Right Stuf or Amazon for less than thirty bucks.
